Should the world bail out Haiti again?

haitireconstruction.jpgDonors are today to raise more money for Haiti's reconstruction. The Haitian government is asking for nearly $4 bn. But with millions already donated, why should the world give more?

The amount is just a third of what's needed to get the country onto it's feet and past experiences have shown that aid has done very little to fix Haiti's problems.
