Pakistan is facing its worst humanitarian crisis since independence. In the last month the monsoon floodwaters have wrecked millions of lives and exposed the government to accusations of weakness and corruption in its attempts to deliver an effective emergency response. Stephen Sackur talks to Pakistan's Ambassador to the United Nations, Abdullah Hussain Haroon. He asks him whether a dysfunctional system of governance has turned Pakistan into a failing state.
