Should courts guarantee both parents access to their children as part of the divorce settlement?

The government's proposing new laws to give children the right to have contact with both parents after separation or divorce. Mothers and fathers would be granted contact with children as part of their divorce settlement - and parents who don't stick to the deal could end up in jail. Is it better to force mum and dad to share custody? Or is it sometimes too distressing for kids to move regularly from one parent to another? What's best for the children?
