From this September, all 16 and 17-year-olds in England will have to be in education or training. But are local authorities sufficiently prepared for the influx of extra students?

From September, 16 and 17 year olds will be required to be in some form of education or training, and this will be extended to 18 come 2015. Are there adequate preparations in place or will young people be warehoused in schools and colleges?
