The Welsh charity Age Cymru claims the human rights of older people are being neglected, because councils are opting for cheaper care homes.
The charity says that in some cases, families are being asked to pay 'top-up fees' to get their elderly relatives into homes that meet their needs - even when councils should be responsible for meeting the costs.
