Talks involving the US, the Taliban and Afghan government representatives were to take place in Qatar. But they didn鈥檛 happen. The Taliban objected to the delegation coming from Kabul, and a familiar cycle of recrimination and violence resumed. What will it take to bring peace to Afghanistan?
