Civil cases and inquests will end on May 1 as a result of the legislation. Victims groups and all the political parties in Northern Ireland are opposed to the move.
Hilary Benn MP tells North West Today that a new system needs to be found. He tells us 'to take away in one part of the UK people's right to a civil case or an inquest is wrong'.
