On a remote road in the west of Tibet, customs officers at a random checkpoint uncovered an incredible hoard. From a single lorry, officals recovered 31 tiger skins, 581 leopard skins and 778 otter skins. Some of the skins were wrapped in newspapers from Delhi, yet the Indian government denied that India could be the source of all these skins. Confirming that the skins came from Indian tigers would have been an admission of failure.
