McAndrew and Standing to set up Scotland UCOS

DAC Strickland informs Steve McAndrew that he's been requested to help Glasgow police set up their own UCOS. He will be accompanied by one of the more senior members of UCOS, Gerry Standing, to help him and DCI Fiona MacDougall interview candidates. Gerry doesn't like the idea of spending 7 days in Glasgow but as it's been agreed by Supt Pullman so he has no choice but to join McAndrew.
