Does international surrogacy need to be better regulated?

The recent case of an Australian couple accused of abandoning a baby with Down's syndrome to his surrogate mother in Thailand, has hit international headlines.

Whilst the couple have denied the allegations, the case has raised questions around those using surrogates abroad.
