Rees-Mogg: Planning, not capital, is housing problem
Planning problems stem from a shortage of planning permissions as the current system 鈥渋s completely gummed up and doesn鈥檛 work鈥�, said Jacob Rees-Mogg.
The Conservative MP said: "I don鈥檛 think there is a shortage of capital available for housing, I think there is an shortage of planning permissions."
