In a virtual summit, US President Joe Biden voiced deep concern over Russia's build-up of forces near Ukraine, while his Russian counterpart Vladimir Putin demanded legally-binding security guarantees that would rule out Ukraine ever joining the NATO military alliance. Edward Fishman from the Atlantic Council's Eurasia Center in Washington explains what kind of economic sanctions the US has at its disposal to deter Russia.
