The Equalities and Human Rights Committee has unanimously backed the principles of the Scottish Government's Age of Criminal Responsibility Bill. Scotland has faced growing criticism from human rights bodies, including the UN committee on the rights of the child, over the current minimum age of eight, which is the lowest in Europe. The majority of countries setting it at 14 or above.
Is 12 the right age for a child to be held criminally responsible?
