No fool 鈥� he knows the kind of people under his command but sometimes looks the other way for the greater good.

You get the sense he is all seeing, all knowing (an image he likes to project).

He allows close to a case if he thinks she will be of use, but often he restricts and frustrates her, seemingly arbitrarily.

He doesn鈥檛 offer praise lightly but when it comes it is genuine and of great value to the recipient. Compassionate. Will cut someone some slack when they least expect it.
